Definitely not a riding spur, but unfortunately I don't know what it could be.

I would guess it was a link belt hanger. The other parts of the belt were attached to the left and right, sometimes something like today's charm bracelets with a bunch of stuff hanging from them. 18th century, I would guess.

I had thought about that too. But they aren't the usual segmented belt pieces that I find.
