Could have been a pendant for a pocket watch chain. Something like that, but older: Open link: www.dalvey.com But it also has something compass-like about it.

When cleaning it, you could faintly see the cardinal directions E, S, W, N... A compass? Never seen anything like it before.

The swivel mechanism would be suitable to keep the compass horizontal.
