I'm starting to believe it too... this seems to be the Westphalian-South Lower Saxony variant: significantly smaller and with trapezoidal cross arms, instead of pointed cross arms like the classic "Type Frauenhofen" disc fibulae from southern Germany. Volker Hilberg has worked on the topic beautifully and mapped the variants across Europe. They are concentrated west of the Harz Mountains to Westphalia.
