It was probably not used for the low-budget farm horse, but rather for the well-off, representative horse or military?
The greatest similarity I have seen so far is in some of the horse harness strap fittings from the Vindonissa publication, but these have a rectangular opening in the middle section: C. Unz / E. Dreschler-Erb, Catalog of Militaria from Vindonissa. Military finds, horse harness and yoke parts up to 1976. Publications of the Society Pro Vindonissa 14 (Brugg 1997), pl. 62.1717-1720.
