No, it is not. I think it has some kind of fitting. It has angel motifs. An angel with a sword. And there are rivets on the back. I have added better photos

What a fantastic and exciting find! Congratulations! I could imagine it in the middle of the chest strap or on the side of the halter (on the temples) of the horse.

I just came across an article by Christoph Eger that reminded me very strongly of your find. It deals with late Roman disc gags, i.e. the side end of the bit of a bridle, on which the fight of Bellerophon against the Chimaera is depicted. Open link: www.academia.edu I therefore think that you should continue researching disc gags.

Or in the direction of phalerae... in any case, ancient motifs seem to be the model for your find.
